Summary — The work summarizes the debate on the origin and the first developments of the social security in Italy, published in the " Riforma sociale ", a review of economics, administration, finance and politics, which, despite its importance, is today among the less studied of that time, in comparison with the " Giornale degli economisti " on one side and the " Critica sociale " on the other.

The re-reading of the " Riforma sociale", being also a political publication, can help us to appreciate the comprehensive atmosphere in which the first laws and reforms of the social security were ripening: a matter that, perhaps more than other topics of public finance, for its study and comprehension, requires to be linked with the underlying social conditions and the phase of the political struggle.
