La Costituzione italiana quarant'anni dopo

Summary - To celebrate the fortieth anniversary of the republican Constitution in the industrious and lively native lands of the Italian democracy, in the towns that are symbols of a cultural tradition and of a civil landscape, means to renew that fundamental principle which sums up to a "one and indivisible" Republic, but above all it means to reaffirm the commitment which today is common to all the legislators, to realize the new organic law on the autonomies, municipalities, provinces and regions. This law was drawn up since 1982, with a wide consent surpassing that of the five parties parliamentary majority. A law that cannot delay any further in respect of the duties of Parliament to give effect to the Constitution.

Fulfilment and institutional reforms are inseparable. And our work will have to be carried out on both tracks, fully aware that the institutional uneasiness has been actually brought about by the dichotomy between written Constitution and applied Constitution, between formal Constitution and practical Constitution. On this rending stemmed and evolved the political parties’ egemony, for which reason the political party, the connecting link between representative institutions and the people’s will, according to the conception of the constituents, has developed forms of taking hold of the power, which somebody called neofeudal.

The political instability we have gone through till now is also the outcome of a deviation from the ideals of old. And the going back to the Constitution  is the best way  to develop a political action independently of all commemorative suggestions.
