Summary - In the reported interview Giuseppe Ferrari declares to be completely in agreement with scholars as Massimo Severo Giannini and Gianfranco Miglio regarding the pessimistic valuations of the present Italian public life and the insufficiency of the constitutional institutions. The a., however, does not share his colleagues' hopes concerning the drawing up of a new Constitution and the establishment of a "Second Republic", as a remedy for the present situation. In particular he is sceptical about the proposals of importing into Italy institutions inspired by North-american "presidentialism" or French "semipresidentialism" though recognizing the good tests of such institutions in those countries. To Ferrari it seems preferable the reconstruction of the system starting from the foundation. As the first possible reforms the a. points out the drastic reduction of the number of the Members of Parliament, the introduction of a majority electoral system, the direct election of the mayor in the municipalities. In particular, Ferrari has been thinking for years of new regulations for the formation and appointment of ordinary judges, appointment that shoud not take place through the existing mechanism of the competition, but with the recruitment of persons already experienced in the field of public employments or in the forensic professions.
