Summary — The subject of the essay is the change of the Western political systems that has accelerated during the last ten years, in the light of the contemporary politology. The new problems, from the environmental one to the financial implications of the social policies or still more, to the level of the investments, require the maximum over national co-ordination, but all of them are discharged on national entities like the political parties, since they are governments subjects. The fulcrum of this analysis are consequently the political parties, with their difficulties both to gather and represent and to express purposely and responsibly political choices. Besides these objective problems they have to compete with changed attitudes from the society always less of a quantitative and discontinuous character and more and more characterized by comprehensive and ideological considerations.

The analysis is carried out in the light of the classical politological instruments which however in this phase of transition prove to be insufficient. The historical narrative (particularly the one relating to cases of transition as that of Spain and of Portugal) can suggest neglected data. In the end, however, it is mainly the research of principles of value the element in the light of which to appraise the adequacy of the political parties for their tasks.
