Summary — Between August and October 1848, Antonio Rosmini carried out a diplomatic mission on behalf of the Sardinian government in order to reach an agreement among the State of the Church, the Reign of Sardinia and the Grand Duchy of Tuscany. This agreement was later to include the Reign of Naples and other Italian states in order to establish an Italian Confederation capable to solve all problems relative to the guarantee of the Italian unity and independence. Rosmini’s plan envisaged the constitution of a permanent Diet with seat in Rome and two Houses formed by the representatives of the legislators and of States governments, respectively, both having their own legislative power. The Diet was entrusted with the power to declare war, to make peace and an additional power that could guarantee Italian unity and independence. Actually, Rosmini’s plan aimed at establishing a real Federal State. The failure of Rosmini’s diplomatic mission emphasized all the reservations, contrasts and disagreements among the various political forces referring to the "regional" States and caused the failure of any subsequent attempt to give a federal solution to the Italian Risorgimento.
