Summary — Though the first half of the ‘90s has represented a positive and successful period of time for the EU in many aspects, it has also experimented a worrying increase in unemployment. This phenomena’s gravity is due to the fact that not only it is structural and not cyclical, but also that it is peculiar to Europe.

In the European contest there is the consciousness that both realisations of the internal market and the progress toward the monetary and economic union aren’t sufficient to solve the unemployment problem. The Delors’ White Paper on growth, competitiveness and employment indicates a very convincing European strategy directed not only to solve the unemployment problem in the near future, but also to draw new lines of social and economic development that could increase our welfare.
