Summary - Neither multinational empires nor communism based political systems have proved able to survive until the beginning of the new century. The Soviet Union, as a remarkable example of both experiences, suffered a collapse of the federal structure oppressing its subjects as well as a severe breakdown of the mechanisms of centralized plan economy. After the dissolution of the Soviet empire fifteen new born states are trying to build a king of market economy together with an a least apparent democratic government. Economic success seems to be far away almost everywhere, especially if structural and stock exchange crisis, with their huge inflation, are thought to be healed by old style plan devices. On the political side the presidential system, more or less balanced by parliaments and tempered by the role of prime ministers, is the most appreciated form, as it allows the recycling of former communist leaders now enjoying a national revival.
