The paper is dedicated to a
distinguished Italian professor of international
law, Tomaso Perassi (1886-1960), who
graduated from Pavia University in 1909 with
some studies in public law and became one
of the most important founding fathers at the
Constituent Assembly during the foundation
of the Italian Republic (1946-1947). More
relevance is given to the elements striktly
linked to the genesis of his political opinions
(ever since his youth, he had been a member
of the Italian republican party) and his first
public law studies in connection with his later
contribution to the Italian Constitution.
