The contribution aims at
connecting the studies and the debates on the
Italian form of government, on the one side,
and on the eu institutions on the other side. It
argues that the “circuit of political direction”
is unique, although articulated and complex.
Subsequently, it examines the main effects
originated by the European integration on
the Italian form of government, consisting in
an increase of the powers of the Government
and of the President of the Council as well as
the adaptation of the administration. In conclusion,
it shows how the composite European
Constitution is made of legal provisions
related both to the protection of fundamental
rights and the separation of powers
