French colonial policy in Senegal at the beginning of the XX century lacks continuity and firm theoretical bases. Empirical constraints had initially led to the appointement of indigenous chiefs in territorial administration. Progressively, personal and cultural assimilation became conditions for appointment and indigenous leaders were replaced by French officers. Colonial domination helped the break-up of endogenous political systems, relegating local authorities to a purely executive role. Islamic brotherhoods and urban elites would then easily substitute traditional political authorities in mediating between the modern State structures and the societies of Senegambis
