"L´itinerario di Jacques Delors. Tra idee e pragmatismo"

In the introduction, the trade union and political career of Jacques Delors is analyzed up to his presidency in the European Commission (January 6, 1985-January 19, 1995) from which an original professional path emerges, especially if related to a man of the Fifth Republic: from the militancy in the Confédération Française des Travailleurs Chrétiens in the Fifties, to the appointment in the Department of Treasury of Pierre Mauroy (1981-1984), to the experience of the cultural clubs in the Sixties. Then the leading principles that distinguish the political-ideological itinerary of the French statesman are examined: first of all the concepts of Solidarity, Competition and Cooperation (the three pillars on which the "European model of society" is founded); furthermore, the principles of work, time-management and training, expressed in documents such as the "White Book" of 1993 on "Growth, Competition and Employment"; finally the principles of State, nation, "Federation of nation-State", subsidiarity and "approche fédérale". The solidarity gains importance in the North-South relations and between rich and poor regions of the European Community. The competition, fundamental goal in expectation of the globalization of the economy and the markets, does not constitute a goal, but a mean towards the social welfare; it is linked the cooperation between firms, universities and research centers, as well between nation-states in the economic-monetary policy field. The work depends on the technological progress which is the cause of the reduction of the employment rate, the growth of flexibility, the decrease of the work-time and the increase of the leisure. The continuous training decreases the inequality of opportunities and favours a good balance between savoir (theory) and savoir-faire (practice). According to Delors, the relaunching of the United Europe does not imply the overcoming of the nations, the symbol of European Union´s differences. Therefore, the idea of the "federation of nation-states" is not contradictory; Europe supports the nations, but the Community interventions are based on the subsidiarity´s principle. This one is complementary to the "approche fédérale", the arriving point of the Delorian federalism that defines "Qui fait quoi" and answers to the need of transparency, coherence and care towards citizens
