The author observes that the fact of environmental issues cutting across disciplines, as well as their transnational dimension, justifies the attention that has been paid to ascending relations (from the case of the individual to that of general rules) and descending relations (from the community in the widest sense to the local organization) between systems. The author holds that this comparison confirms the prominence given to the protection of the environment in existing positive law.
