"Crisi del lavoro e intervento pubblico in Italia"

The Italian labour market has undergone deep transformation over the last twenty years. The employment crisis occurring in the ‘90s is the starting point for the phenomenon of mass unemployment. At the same time, some features of the Italian model of unemployment come into view: the protracted search for a first job, the endemic expansion of unemployment in the south of the country, the low feminisation of the labour market, the appearance of new forms of labour, and the persistence of the hidden economy. This paper offers a general outlook of the contemporary labour market structure, followed by an analysis of traditional and new labour policies. This works as a premise for the introduction of two main topics of investigation: the process of change process in labour market policies and the reasons for the inadequacy of the traditional employment strategy. On this last point, it is the analytical framework of new institutionalism which functions as an explanatory model of ineffective actions. Policy change is observed through the description of the reform of the employment service, the activities of territorial development, and the commitment to a common strategy within the European Union.
