The study of changes in a university’s or a faculty’s catchment area allows one to measure the powers of attraction of these institutions within given time slices over the national territory, as a function of changes undergone in the territorial distribution of the supply of university education. In recent years in Italy, there has been a progressive proliferation of university sites. This policy, which arose in answer to strong local aspirations, and was meant to reduce congestion in metropolitan univesities, has had a negative effect on those historical sites (like Pavia) whose supply of university education is only justified by their capacity to attract students at a national level, given a relatively low level of demand within their provincial territories. In the specific case of Pavia, 60% of students come from outside the province. An analysis of the residential origins of students of the Faculty of Political Science shows not only the effect of a changed distribution of the supply of political science degree courses over the territory, but also the possible effects of a changed distribution of other degree courses over the territory.
