"Dopo lo stato dei partiti la democrazia delle comunità"

The necessity of a new policy in order to give positive answers to the crisis of democracy leads us to assert that the state based on political parties is over and cannot be replaced even by the politics of the poles. Superficially it could be assumed, then, that the alternative is to be searched in the old model of "direct or immediate" democracy, but also in this direction we should be forced to point out that this is not a valid solution for the government of our present complex society. On the contrary the fittest solution seems to be that of introducing a form of community democracy permitting to overcome the limits that have characterized the functioning of our political system (such as government instability, lack of decisional capabilities, impossibility of government turnovers). Another solution might be that of matching the principle of representation with that of responsibility, wich is the only means to re-establish communication between the institutions and common people. Of course this does not imply a simple overturning of hierarchical relations between the subjects of the legal system but it requires a new system of relations founded on the reciprocal recognition of the particular realities with a view to a general connection in the local communities. The latter, at least in their original quality of local powers, tend to overcome the ambiguous opposition between civilian society and institutions in order to state a new idea of the republic as a "political body" of wich civilian society and organs of government are parts and functions, in different ways, each with its own legitimate role. Therefore, in conclusion, in order to realize this new system of community democracy, the first step to take is to address a strong appeal to the country. In fact it is only through its political tension and through the committment of the local social and cultural communities - led by ANCI (the National Association of Italian Communes) that the crisis of traditional political parties and difficulty of forming new political actors can be overcome.
