"Il patto di stabilità interno: passato, presente e futuro del coordinamento della finanza pubblica italiana"

The Domestic Stability Pact (DSP) is the Italian practical application of the European Stability and Growth Pact (SGP), the main instrument for achieving stability within the European financial and economic framework. The Italian DSP was introduced in 1999 in order to pursue two different aims. Firstly the coordination of public financial systems between different levels of government and secondly, to improve the contribution of local authorities to the achievement of commitments undertaken by Italy in joining the Economic and Monetary Union (EMU). Despite such an important role, in its first decade of application the Italian DSP was at the center of an intense debate between those who asserted its necessity and those who saw it as a real obstacle to the development and self-government of local authorities. Therefore, and with the aim of contributing to this debate, this paper will trace the evolution of the Italian DSP from its very beginnings, in order to underline its weaknesses and critical issues which have become crucial to Italy’s present and future well-being, not only in economic and financial terms.
