The Italian electoral system is an anomaly in Europe. The legislator has not made a clear choice between a proportional and a majoritarian option and the coexistence of two political chambers is problematic when the output of elections determines, as it has happened in 2013, two inhomogeneous majorities. The House of deputies sees the automatic creation of a 54 per cent of seats majority in favor of the nationally majoritarian coalition; while the Senate is elected on a regional basis, and a coalition should win all these constituencies in order to get an ample majority in both chambers. For this reason, disproportionality is not balanced rationally by a better governability.
In Europe, the Italian Constitution is one of the few not to provide for a constitutional entrenchment of the basic electoral principles. Therefore the electoral system depends on the discretionary choices of Parliament and is subject to frequent amendments.
An electoral reform is now required to align the Italian political system to Europe’s according to the Venice Commission’s recommendations: the transparency and the credibility of the electoral process must be guaranteed.
