This document contributes to analyze the current situation of Cross Border Cooperation in Latin American Countries. It explores an approach based on four components: the development of an infrastructure project, a high-level political agreement, the institutionalization of a framework to regulate relations among local authorities, and another institutional arrangement focused on the participation of civil society in the border areas. It is also studied the contribution of the paradiplomacy to strengthening the endogenous capacity of the border´s authorities.
