In the opening lecture of the academic year at the University of Pavia on 5 November 1906, the illustrious internationalist G.C. Buzzati underscored the historic and cultural connections between Italy and Latin America, addressing the questions of Italian emigration to that continent and of citizenship. His appeal for the maintenance of the original legal status of “dual citizenship” for the American Italians proves to be of the greatest importance, in terms both of a clearer understanding of the reasons for the persistent debate on migrations, and as a useful yardstick for the appraisal of certain current profiles of legal studies addressing the political rights of immigrants. Giovanni Cordini’s introduction takes its cue from Buzzati’s address to elaborate several reflections in the legal condition of citizenship as compared with migratory phenomena.
