The Russian economy based on natural resources and energy benefited from robust growth in 2000s before badly collapsing due the word crisis and price shock from late 2008 to 2009 . Following a short recovery, impending stagnation from mid-2013 reinforces earlier doubts on the sustainability of this model of growth. Modernisation plans focus now on two interconnected priorities: the accelerated upgrading of defence capabilities and the development of Siberia and the Far East in a geopolitical attempt to counterbalance China´s expansion while also taking advantage of Asian growth. Russian vision is moving eastward but with an eye to western technologies.
The implementation of these projects - originally planned for 2020-25 – has been slowed down by two main factors: less state funding due to the crisis and less than expected private funds due to poor legal protection of investments. The authorities are pursuing two corrective routes: first, adopting market-friendly institutions along the advice of the WTO and the OECD. But this takes time. Second, engaging in far-reaching projects a number of business organisations - a finally visible nucleus of private entrepreneurship in Russian civil society - by improving public procurement and private-public partnership legislation.Goals are ambitious and roadmaps full of bumps and holes. Yet, things are moving on and social consensus is still broadly in line. A minus remains the effort to retain central control. Conferring more voice and decision-making on resources to the regions together with enhanced administrative responsibility would help.
