The enthusiasm triggered by the democratic outcome of the
transitions in the countries of Eastern Europe, has not been
confirmed among the former soviet Republics, where the spread
of democracy struggled to establish itself. Among the
subregions of the Post-Soviet space, the Caucasus saw the
consolidation of two different hybrid regimes (Georgia and
Armenia) and an authoritarian backsliding (Azerbaijan). The
framework of transitology and of its critics, while taking
many interesting elements, does not offer a complete
explanation of the democratic impasse in those countries. The
paper, after presenting the soviet political legacy, analyzes
the influence of two independent variables – the absence of
national unity and the international environment – during the
period 1991-2003.
