The article examines the relationship
between independent institutions,
as central banks are, and the democratic theory
and practice. In particular, the analysis
identifies the instruments, such as control
mechanisms and accountability measures,
that strengthen the democratic legitimacy of
the European Central Bank (ECB) that is the
principal subject of the essay. In addition to
these elements, the article illustrates the presence
of some problems linked to the accountability
of the ECB, but also states that these
issues cannot invalidate the ECB’s democratic
legitimacy that is confirmed.
