Biography


Alessandro Venturi (Ph. D.), graduated with full marks in Law at the University of Ferrara (Italy), a lawyer since 2005, research bachelor in public law, he is at present research fellow in comparative public law at the University of Pavia (Italy).
He has published several scientific works on important magazines, both national and international, concerning general public law, administrative law and comparative public law: the last works deal with the topic of public utility services for people and communities and the relationship between scientific knowledge and law.
He is the author of the monography Risk analysis and food safety: fundamantals, controversy, regulation, Milan, 2008.
He has been visiting research at the Universitad Pontificia Comillas in Madrid (Spain), discussing “Citizenship and immigration in Spain”, which is going to be published.
He has taken part in several research projects, co-financed by public boards –Ministeries, Regions, Universities- on the following themes: structural funds reform, general interest services, services crediting and assurance, transparency in savings protection, administrative procedure simplification, structure and organization of control and evaluation bodies, processes of modernization of public administration in some OCSE countries.


Academic curriculum


Alessandro Venturi (Ph.D), graduated with full marks in Law at the University of Ferrara, lawyer since 2005, DPhil in public law, is a research fellow in comparative public law at the University of Pavia.
He is author of many scientific publications on general public law, administrative law and comparative public law, the last ones concerning, in particular, the matter of public utilities services to the person and the community and the matter of the relation between scientific knowledge and law.
He is writer of the monograph “Risk analysis and food security. Foundations, controversies and regulation.” (“Analisi del rischio e sicurezza alimentare. I fondamenti, le controversie, la regulation.”), Milano 2008 and “Autonomia e pluralismo nei sistemi scolastici comparati”, Roma, 2012.
He has been visiting research at the Universidad Pontificia Comillas in Madrid on the theme “Citizenship and immigration in Spain”.

He has participated in several research projects, cofinanced by public bodies – Ministries, Regions, Universities- about the following matters: reform of the structural funds, services of general interest, credit and reliance of services, simplification of administrative proceedings, structure and setting of control and valuation organism.
2010-2012. He worked on international project entitled: “Multilevel protection of food safety rights. Domestic and transnational tools against food frauds and their territorial impact.”
2011. He participated in international conference on Quatrième Dialogue Euro Méditerranéen de Management Public MED 4 entitled « Gouvernance, Développement territorial et Culture », Rabat Ecole Nationale d’Administration, and he has introduced paper with the title: “Heritage as a public good between issues of profitability and protection”.
In 2011 he participated in international meeting on Science and technology for the safeguard of Cultural Heritage in the Mediterranean Basin” and he has presented a paper on “Legal elements for a global environmental governance”, 22-25 november, Istanbul Turkey.
In 2007 he participated in the research project entitled “The associated local government agencies practice of regulation functions and exteriorization of said functions in favour of private subjects in the fields of local public service” financed by the University Fund for the Research projects (FAR) of the University of Ferrara .
In 2006 he participated in the interdisciplinary research project of II level financed by the University Fund for the Research projects (FAR) of the University of Ferrara titled “Strategies for heritage. The culture of estate maintenance between management and strategy’s problems” (“Strategie per il patrimonio/ Strategies for heritage. La cultura della conservazione del patrimonio fra problemi di gestione e di strategia”) developing the following theme: “Alienation and providing for use of the cultural state property to private subjects” (“L’alienazione e il conferimento in uso dei beni del demanio culturale ai privati”).
He has been speaker in several national conferences, and in December 2006 he has introduced a paper with the title “ Services of general economic interest – services of general interest – social services of general interest: how the economic theory on the production of social goods may affect community action in the field and the implementation of community law by member states.” within the workshop “European Legal Integration, New Italian Scholarship” organized by the University of Trento (Italy) and the New York University, School of Law, Jean Monet Center.
In 2005 he participated in the research project titled “Modernization processes of civil services in some Countries of the OCSE” (“I processi di modernizzazione delle amministrazioni pubbliche in alcuni Paesi dell’OCSE”) financed by the University Fund for the Research projects (FAR) of the University of Ferrara.
In 2005 he participated in the Research Program of National Interest (PRIN) funded by MIUR, titled “The branch of the law of information and transparency in saving preservation” (“La disciplina giuridicia dell’informazione e della trasparenza nella tutela del risparmio”).
